It was reported in the news lately that Venezuela was looking for a billion dollar loan to upgrade its oil producing facilities. Is this a start to the downfall of socialism in Venezuela?

Not at all, remember America was more socialist under FDR and the New Deal than South America is today. South American Socialism today is very similar to Socialism in Europe, I think you are confusing socialism with communism.
Socialism is sort of the middle ground between extreme capitalism, like capitalism with no rules and regulations and extreme communism where everyone has to look and act the same and get paid the same so your neighbor doesn't get jealous.
Both extreme capitalism and extreme communism don't work because they both oppress freedom, socialism doesn't suppress freedom, it is the system that allows the most freedom for the most people.
Communism suppresses freedom for the richer classes and unregulated capitalism suppresses freedom for the poorer classes, both are stupid.
America under Republicans moved quickly to extreme capitalism which eventually led to credit default swaps and derivatives trading that Buffet called financial WMD yet gave a few traders incomes of over a million dollars a month, Cuba under Castro moved to Communism which led to the suppression of the wealthy and delapidated housing (though Cuba is now moving towards socialism as I suspect America will as well) Europe moved to socialism along with FDR and America but stayed socialist that is why things are much better there than in America, for decades thy've had free or very inexpensive health care and free higher education for everyone and our leading the world in green technologies today, they have very few poor and very few people in prison unlike the USA where 30% to 40% of the population is living in extreme poverty or in prison. This is why Obama will win because most Americans want to see America become Socialist again like it used to be under FDR. Socialism in America died with the assassinations of JFK, MLK and Bobby Kennedy it could be born again with Obama as President. As long as Venezuela remains socialist and doesn't become communist it should do ok with cheaper oil and the same goes for Iran. With Obama as President we will move both Iran and Venezuela to European type socialism instead of trying to kill their democratic elected leaders with our CIA. My fear is will the Oil companies allow Obama to remain President or will they kill him like they did JFK,Bobby and MLK. It won't be hard to find some racist to do the dirty work, but it will take oil money to set it up.
