If the cells phones help dehydrated migrants find water I consider this a good use of our tax money, what is your opinion common sense Joe?

Basically it is government helping others to break the law. They wouldn't need to the cell phones if they were not intending to enter the U.S. illegally. The taxpayers should not be funding it.
